GIMP is a good alternative to programs like Photoshop, Scribus is ideal for desktop publishing and Inkscape for vector drawing.
These will all run on Windows from XP onwards and can be downloaded from the links on the left.
Use the "Osalt" link to find other opensource packages and if you feel really adventurous try running one of the many Linux distributions like Ubuntu.
